New England Medicine & Counseling Associates, PLLC (NEMCA) is a compassionate organization that provides comprehensive medical cannabis ONLINE evaluations for eligible Rhode Island residents via a secure and safe Telemedicine platform. Patients residing anywhere in the state of RI are able to see a certifying physician for the RI Medical Marijuana Program via live video conferencing using any web and camera enabled device. This online service is especially convenient for patients who are home-bound, require ambulatory care, have difficulty traveling due to their medical condition, or simply prefer to see the physician from the comfort and privacy of their home.
Patients will be evaluated by Dr. Steven Powell, who is qualified to certify patients for MMJ treatment. During the evaluation, Dr. Powell will review the patient's medical history and current symptoms to determine if the use of medical marijuana may be an effective alternative to traditional modes of medicine. The doctor will also discuss the benefits and any potential risks associated with the use of cannabis.
Any approved patients will be issued a signed Practitioner Written Certification Form to complete their Medical Marijuana Patient Application as required by the DOH to receive their medical marijuana card; permitting the legal purchase and use of the medicine from a Compassion Center (state approved dispensing location).

The telemedicine physician of NEMCA is Steven Powell M.D., a Board Certified Physician who has been in practice for 10 years. In addition to seeing RI patients via telehealth, Dr. Powell also sees patients in Maine Vermont, and New Hampshire for the use of MMJ.
